Abstract

The session "The Regional Council of Guadeloupe Blue Growth Policy" marked the inaugural implementation of the Emerging Issues Action Group, a new initiative under the Program Committee. It brought together policymakers, scientists, and stakeholders to address the multifaceted challenges and opportunities associated with building a sustainable Blue Economy in the Caribbean. Presentations examined the intersection of economic development, environmental sustainability, and social resilience, with a focus on the Guadeloupean fisheries sector. Discussions emphasized the urgent need for fleet renewal, seafarer training, and policy responses to sectoral constraints. Climate-related challenges were addressed through case studies on coral reef resilience, the role of oceanographic expeditions in enhancing knowledge of marine biodiversity, and integrated strategies to manage sargassum seaweed invasions. The ecological importance of mangrove ecosystems for biodiversity protection and coastal resilience was also highlighted. Outcomes from the session underscored the importance of coordinated regional policy, science-based management, and local community engagement in achieving sustainable blue growth while balancing economic and environmental priorities in island contexts.
