Abstract
The management of marine resources revolves essentially around the fishing effort versus available resources. It ignores the human aspects of a fishing industry whereby the production system is based on customs, traditions and artisanal practices.\The problem of non-enrollment with the French authorities in Martinique has incited this body to try and understand the problem of the relationships and contractual arrangements within the fishery.\The objective of the paper is to illustrate the necessity for a clear understanding of the implicit and explicit contracts in order to put in place measures for the management of the resource and for programs of development.
